A new, one-of-a-kind Waterfront park opened in May, 2012. Pierce's Park, located on the Waterfront's Pier 5, features native plantings, natural play areas for children, and original sculptures designed for exploration and fun.

Waterfront family fun

Located between the Visitor Center and Science Center, the West Shore Park features a large 'great lawn' that provides fun, family friendly opportunities at the Harbor. The addition of the Walter Sondheim Fountain adds another dimension of delight for children to run and play in an interactive fountain built for active use. The Walter Sondheim Fountain operates daily from 10am to 10pm in the warmer months (except when mainterance is being performed). Waterfront Partnership manages the Park and provides a host of events, as well as crafts and play activities geared for children and families from the local area on summer weekends.


Inner Harbor Rules


Amphitheater

  • Leafleting- No leafleting allowed in amphitheater or in plaza between amphitheater and East Pratt Street.
  • Demonstrations- No activities allowed without a permit. Only City sponsored.
  • Panhandling- Aggressive solicitation is prohibited. Solicitation for immediate donation from motor vehicles on public streets is prohibited. Nighttime verbal solicitation prohibited.
  • Product Give-Aways- Park Rule 20 prohibits advertising by distributing any materials whatsoever. Baltimore Office of Promotion & The Arts approval required.
  • Vehicles- Private motorized vehicles prohibited 9am – 11pm unless permit obtained. Allowed at other times with a permit for deliveries, service, construction if no access possible from street. Bicycles allowed 6am -10am weekdays; 6am -11am weekends. Skateboarding and skating prohibited at all times.

Area 10

  • Leafleting- Non-commercial material allowed without permit.
  • Demonstrations- Permits required for all activities. Area 10 under lease with National Aquarium. National Aquarium approval required.
  • Panhandling- Aggressive solicitation is prohibited. Solicitation for immediate donation from motor vehicles on public streets is prohibited. Nighttime verbal solicitation prohibited.
  • Product Give-Aways- Park Rule 20 prohibits advertising by distributing any materials whatsoever. National Aquarium approval required.
  • Vehicles- National Aquarium approval required in area under lease. Private motorized vehicles prohibited 9am – 11pm unless permit obtained. Allowed at other times with a permit for deliveries, service, construction if no access possible from street. Bicycles allowed 6am -10am weekdays; 6am -11am weekends. Skateboarding and skating prohibited at all times.

Bicentennial Plaza

  • Leafleting- Non-commercial material allowed without permit.
  • Demonstrations- Permits required for all activities.
  • Panhandling- Aggressive solicitation is prohibited. Solicitation for immediate donation from motor vehicles on public streets prohibited. Nighttime verbal solicitation prohibited.

Inner Harbor Promenade

  • Leafleting- Non-commercial leafleting allowed on the interior one-half of the Promenade from concrete stripe to west of World Trade Center to and including Rash Field except for the Amphitheater and the brick plaza between the Amphitheater and East Pratt Street.
  • Demonstrations- No activities allowed other than those allowed by Rule 57 unless approved by the Director. No activities allowed within 15 feet of dining areas unless expressly allowed by Rule 57 or with in 5 feet of any permanent structure used for dining. No activities allowed within 25 feet of any of the means of ingress or egress to any entrance of Inner Harbor Park, the Pavilions, any other building, or the Rash Field Tunnel.

McKeldin Square

  • Leafleting- Non-commercial material allowed without permit.
  • Demonstrations- 1-25 people allowed without permit. 26- 150 allowed with permit. Not allowed on the Meyerhoff Fountain or the areas immediately surrounding Fountain. No picnics in Square or Fountain area.
  • Panhandling- Aggressive solicitation is prohibited. Solicitation for immediate donation from motor vehicles on public streets is prohibited. Nighttime verbal solicitation prohibited.

  • Demonstrations- Fountain Area permit required except non-commercial speech-making by 1-2 people to interested bystanders allowed without permit. Great Lawn permit required for all activities.
  • Panhandling- Aggressive solicitation is prohibited. Solicitation for immediate donation from motor vehicles on public streets is prohibited. Nighttime verbal solicitation prohibited.
  • Product Give-Aways- Park Rule 20 prohibits advertising by distributing any materials whatsoever. Baltimore Office of Promotion & The Arts approval required.
